St. Vladimir's Academy is based on the Vampire Academy novels by Richelle Mead. The site is a complete alternate universe. You do not need to have finished the series. Reading only Vampire Academy (#1) will do fine. The site has a modern setting, meaning it is 2013. However, Lissa Dragomir, Rose Hathaway, and any other name that appears in the books (excluding St. Vladimir and his shadow-kissed Anna) did not, do not, and will never exist.
This is an alternate universe. The separation of status between moroi and dhampirs is only just beginning. The living vampire society has fought alongside their guardians for as long as anyone can remember. As such, there are several mixed classes at St. Vladimir's, the leading combat school in the world, for moroi to learn to use their magic offensively. A new view has surfaced recently. Some moroi--the royals, as a general rule--have begun to believe that the dhampirs should do all the fighting. The topic is rather controversial and often argued.
In this world, the Moroi Royal Court is not in Pennsylvania. It is located mere miles from the Academy. Far enough that the average student would hesitate to make the walk, but close enough that the drive is only a few minutes. As such, there is an alchemist base in Missoula. Because the moroi numbers are so low, alchemists are very rare, often only having one or two on campus or at Court at a time. This, you can read more about in the plot located in this board.
